Equitable partitioning problem

There are currently 12 data files.

Problem sets Random & Perfect are the first five data sets
from Tables 7 and 8 respectively of J Mingers & FA O'Brien
'Creating student groups with similar characteristics: a 
heuristic approach', OMEGA, 23 (1995), 313-321.

File eppstud93 is the 1993 data set from Table 8 of that paper.

Data file eppresid is the data file associated with Tables 10 &
11 of FA O'Brien & J Mingers 'A heuristic algorithm for the
equitable partitioning problem', OMEGA, 25 (1997) 215-223.
These data files have been contributed by FA O'Brien

The format of all data files as follows:
Each line of a data set represents the attributes of an
individual.  The objective of equitable partitioning
is to organise the individuals into groups such that 
each attribute is evenly distributed amongst the groups.

The entire set of files is of size 11Kb (approximately).
