Packing unequal circles

There are currently 4 data files. 

These data files are the test problems used in: 
"A formulation space search heuristic for  packing unequal circles in a fixed size circular container" by C.O. Lopez and J.E. Beasley, European Journal of Operational Research vol.251, no.1, 2016, pp64-73.

The test problems are the files:
circle1, circle2, circle3, circle4.

The format of these data files is:
number of circles (n), 3 values for the container radius
for circle i (i=1,2,...,n) in turn:
   circle radius
