Prof. Guan received his M.Sc. & Ph.D. from the University of North Carolina at Chapel Hill. UNC Chapel Hill ranks among top three in the field of computer graphics. 

Prof. Guan has worked in a prestigious R&D organization for several years, serving as a design engineer, project leader, and manager. Tasks that Prof. Guan was involved include product development, technology development/transfer, strategy planning, and office automation. He served in the R.O.C. OSI working group as the LAN/FDDI SIG chair and as a member in the R.O.C. Information & Communication National Standard Draft Committee, Taiwan. Prof. Guan also served as a reviewing member for MOEA Projects, Industrial Development Bureau, Ministry of Economic Affairs (MOEA), Taiwan.

After leaving the industry, he joined Yuan-Ze University in Taiwan for three and half years. He served as deputy director for the Computing Center from where he gained practical knowledge of systems integration and information systems management, and also as the chairman for the Department of Information & Communication Technology. Later he joined La Trobe University with the Department of Computer Science & Computer Engineering where he helped to create a new Multimedia Systems stream. He joined National University of Singapore in 1998, where he conducted extensive research work in Computational Intelligence, Multimedia, Mobile Agents,  Electronic Commerce & Personalisation and Random Number Generation.
