On the difficulties in determining effort estimation accuracy in practice

"Estimation accuracy is considered as THE quality criterion for an estimation method. But the "estimation accuracy" we can determine for software development projects in practice (the deviation of estimated and actual effort) is in fact hardly appropriate to assess the accuracy of an estimation method. This short presentation explains why and what we can do to measure an estimation method's accuracy in practice."
